Earl Fowlkes manages a 24-hour radio communications dispatch center for Pierce Transit operations and supervises a team of 13. He has assisted Pierce County Emergency Management, as Region 5 - Regional Intelligence Group member representing ESF-1 (Transportation), with various emergency operations including the 2001 earthquake evacuation of Western State Hospital psychiatric patients and deployments of WA - TF1 for their Hurricane Katrina and Maui Wildfire missions.
 
Earl received his BA from UW and his MBA from Brandman University (Univ. of Massachusetts). He received a Transit and Community Transportation Management Certificate from the Atkinson Graduate School of Management, Willamette University. He is also a graduate of the Leadership Tacoma-Pierce County (Business Leadership program) and the Transit Next Leadership Institute program. Earl is Nation Incident Management System (NIMS) certified through DHS and has experience in capital project management, budgeting, and recruitment.
 
Since 2019 Earl has been committed to Bellarmine’s mission, as a member of Parents of African-American Students Association (PAASA), the Bellarmine Parent Advisory Council (BPAC), and the Presidential Search Committee.
 
Earl and his wife (Lani) have a son and daughter, Ben (B '23) and Clarisse (B'24). Earl enjoys all activities he can do with his children, especially skiing in the winter, fishing during the warmer months, and spending time with extended family and friends.
